曼利（Manley）来自佛罗里达州蓬塔韦达海滩（Ponte Verda Beach）的八年级学生，正在菲什伯恩军事学校（Fishburne Military School）学习的第二年。曼利在上周三成立了整个立宪民主党军团期间，被正式认可为当月最佳青年军。

本月学员由学员军官委员会选出，并由学员指挥官批准。本月菲什伯恩军校学员是根据他上个月的学术、军事和社区成就选出的。
从 1830 年星期四到 1900 年星期一，获得本月最佳学员的学员可享受特殊特权，包括 10 项警司功绩、10 项指挥官功绩、一顿特别餐和一张四日通行证。

Fishburne Military School is the oldest and smallest of all military schools for boys in Virginia. Its college-prep curriculum is built upon the structure of an Army JROTC program.
